Background 

As Artificial Intelligence (AI) governance emerges as an increasingly critical global challenge, the need for a comprehensive international framework to regulate high-risk scenarios has never been more urgent. The International AI Cooperation and Governance Forum 2025, themed “Inclusive AI: Who Builds – Who Benefits,” will convene academic researchers, industry leaders, and regulatory authorities from across the globe to explore the essential role of international collaboration in AI governance, complementing both national and self-regulatory efforts.
